Property Tax Reform

  • HJR 201 filed by Reps. Steele and Miller – Eliminates non-school homestead property taxes.
  • HJR 203 filed by Rep. Miller – Phases out non-school homestead property taxes over a ten-year period. Each year homeowners would receive an additional $100,000 exemption. After ten years, all non-school homestead property taxes would be eliminated.
  • HJR 205 filed by Rep. Porras – Exempts Florida residents over the age of 65 from paying non-school homestead property taxes.
  • HJR 207 filed by Rep. Abbott – Creates a new homestead exemption for non-school property taxes equal to 25% of the assessed value of the house. In addition to providing relief to current homeowners, it would also benefit first-time homebuyers.
  • HJR 209 filed by Rep. Bussatta – Creates a new property insurance relief homestead tax exemption. Homestead property owners who have property insurance will be entitled to an additional $100,000 exemption on non-school property taxes.
  • HJR 211 filed by Rep. Overdorf – Eliminates the cap on portability, allowing a homeowner to transfer their entire accumulated Save Our Homes benefit to their new home, even if that home has a lesser value.
  • HJR 213 filed by Rep. Griffitts – Limits the growth in assessed value of non-school homestead property taxes to 3% over three years for homestead property (currently it is 3% per year) and 15% over three years for non-homestead property (currently it is 10% per year).
  • HB 215 filed by Rep. Albert – Makes various statutory changes including requiring a 2/3 vote for any increase in the millage rate and allowing newly married couples to combine their accumulated Save Our Homes benefits.

  • SB 208 filed by Sen. McClain/HB 399 filed by Rep. Borrero – Amends the Community Planning Act to redefine the concept of compatibility and provides for the administrative approval of residential infill under certain circumstances.
  • SB 324 filed by Sen. McClain /HB 97 filed by Rep. Grow – Revises facilities required to be identified in the capital improvements element of a comprehensive plan that imposes transportation concurrency for small counties.
  • SB 354 filed by Sen. McClain/HB 299 filed by Rep. Melo – Creates a framework for a new type of planned community known as a “blue ribbon project.” To qualify, a project must include 10,000 acres of contiguous land, of which no less than 60 percent must be set aside in reserve for environmental conservation, parks and recreation, productive agriculture, and other similar uses. Projects must follow a long-term development plan and incorporate new urbanism concepts, affordable housing minimums, and many other land use requirements.
  • SB 526 filed by Sen. Grall/HB 405 filed by Rep Griffitts – Establishes new public construction contracting standards, creates a uniform commercial building permit application, reduces permit fees for private provider use in commercial projects, and adds mitigation products to the list of construction components requiring statewide approval.

Gentry – Defines “plan-based methodology” that requires use of recent, localized data to project growth over 5 years, and introduces a definition of “extraordinary circumstances,” requiring demonstration of at least four specified local conditions to justify exceeding statutory phase-in limits for impact fee increases.
  • SB 686 filed by Sen. McClain/HB 691 filed by Rep. Botana – Streamlines local government review and permitting for development by authorizing owners of certain undeveloped farmland to apply for and automatically receive agricultural enclave certification under specified conditions.
  • SB 840 filed by Sen. DiCeglie – Limits the scope of SB 180 (2025) as it relates to the preemption of land use actions by local governments.
  • SB 948 filed by Sen. McClain/HB 1143 filed by Rep. Nix – Requires local governments to adopt new, uniform application procedures to streamline development permits. The bill also creates the “Florida Safer Homes Act” which prohibits local governments from imposing certain lot size, setback, and density restrictions if public water or sewer connections are available.
  • SB 962 filed by Sen. Bradley /HB 837 filed by Rep. Busatta – Revises the definitions of commercial, industrial, and mixed land use categories to explicitly exclude farms, farm operations, and on-site product packaging and sales.
  • HB 1007 filed by Rep. Griffitts – Establishes statewide restrictions and requirements for siting, constructing, and operating hyperscale data centers (HDC), prohibiting them in certain land categories and barring any public economic incentives.
  • SB 1138 filed by Sen. Massullo/HB 927 filed by Rep. Sapp – Requires local governments to contract with qualified contractors for reviewing applications, plans, and plats to expedite building permits, including pre-plat approvals and partial permitting in residential developments. The bill requires the Land Development Regulation Commission to develop a model ordinance guiding this process.
  • SB 1234 filed by Sen. Diceglie/HB 803 filed by Rep. Trabulsy – Extends building permit expirations for single-family dwellings, exempts certain residential hurricane and flood protection walls from permit requirements, and establishes new processes for private providers and associations regarding plan reviews, inspections, and fees, including preempting local governments from requiring a permit for work under a specified dollar amount.
  • SB 1434 filed by Sen. Calatayud/HB 979 filed by Rep. Borrero – Establishes a new Infill Redevelopment Act requiring local governments to allow development of environmentally impacted parcels of at least 5 acres in counties with over 1.475 million people and at least 10 municipalities at designated densities and intensities, while creating purchase options for adjacent landowners. The bill also provides for administrative approval of proposals meeting certain requirements and preempts any local laws, ordinances, or regulations that impose stricter standards.

Affordable Housing

  • SB 48 filed by Sen. Gaetz/HB 313 filed by Rep. Nix – Requires cities and counties to enact ordinances to allow accessory dwelling units (ADUs) in all single-family residential areas.
  • SB 756 filed by Sen. Davis/HB 675 filed by Rep. Driskell – Extends the amount of time from 30 years to 50 years in which certain rental units must remain affordable in order to qualify for a specified zoning variance. The bill also directs incentives specifically toward the development of affordable housing, lowers the maximum median income threshold from 120% to 100% to determine eligibility for certain property tax exemptions, and reduces costs for families by eliminating the documentary stamp tax for certain first-time homebuyers.
  • SB 1348 filed by Sen. Calatayud/HB 489 filed by Rep. Owen – Revises definitions associated with the Florida Housing Finance Corporation.
  • SB 1350 filed by Sen. McClain – Creates new reporting requirements for properties subject to a LURA and which are dedicated to providing affordable housing. The new requirements allow for a certification process to receive an exemption.
  • SB 1520 filed by Sen. Calatayud – Revises a specified finding that a taxing authority must make in order to elect not to exempt certain property from certain ad valorem taxation. Authorizes certain property owners in a multifamily project to apply for and continue to receive an exemption.
  • SB 1548 filed by Sen. Calatayud – Expands provisions of the Live Local Act as relating to property owned by local governments, and revising the Florida Fair Housing Act.

Environmental

  • SB 508 filed by Sen. Truenow/HB 611 filed by Rep. Cobb – Creates the Landscape Irrigation Standards and Watering Restrictions Act, which establishes statewide licensure requirements for irrigation contractors, in addition to creating uniform irrigation system standards.
  • SB 558 filed by Sen. Burgess/HB 239 filed by Rep. Grow – Mandates that all newly installed storm water systems in Florida’s counties and municipalities must comply with the Florida Department of Transportation’s (FDOT) Standard Specifications for Road and Bridge Construction for elements like “Pipe Culverts” and “Pipe Liner” when installing or repairing systems. The bill also requires that final inspections be performed by a licensed engineer, general contractor, or third-party inspection company independent of the current operator.
  • SB 718 filed by Sen. McClain /HB 479 filed by Rep. Maggard – Preempts cities and counties from adopting laws, regulations, rules, or policies relating to water quality, water quantity, pollution control, pollutant discharge prevention or removal, and wetlands.
  • SB 848 filed by Sen. Truenow – Defines “compensating stormwater treatment” and “total land area” while clarifying compliance conditions, mitigation measures, and permissible use of enhancement credits for water quality impacts.
  • SB 938 filed by Sen. McClain /HB 673 filed by Rep. Duggan – Requires water management districts to release the conservation easement on parcels less than 15 acres, bordered by impervious surfaces on three or more sides, containing no historic or cultural significance, and where mitigation credits have been secured.
  • SB 1230 by Sen. Harrell /HB 1019 filed by Rep. Conerly – Prohibits the use, sale, purchase, and distribution of aqueous film-forming foam containing specified perfluoroalkyl and polyfluoroalkyl substances and requires wastewater biosolids sampling for these substances.

  • SB 482 filed by Senator Leek – Establishes an Artificial Intelligence Bill of Rights, restricts government contracts with foreign-controlled AI entities, mandates transparency and parental consent for minors’ use of companion chatbots, and prohibits unauthorized commercial use of AI-generated personal likenesses.
  • SB 982 filed by Sen. Rodriguez/HB 841 filed by Rep. Fabricio– Requires electronic recording of motor vehicle registration renewals and removes validation sticker requirements.
  • SB 1074 filed by Sen. Gaetz/HB 951 filed by Rep. McFarland – Requires in-person cash transactions to be rounded to the nearest nickel if one-cent coins are no longer produced, while tax is still calculated before rounding.
  • SB 1366 filed by Sen. Brodeur/HB 145 filed by Rep. McFarland – Increases statutory liability limits for tort claims against governmental entities, streamlines claim procedures by shortening from 3 years to 18 months the timeframe for presenting tort claims to an agency, and reduces the statute of limitations for negligence suits from 4 years to 2 years while creating new exceptions for specific victims.

  • SB 1158 filed by Sen. Grall/HB 697 filed by Rep. Kincart Johnson – Addresses prescription drug pricing and coverage concerns by establishing new prescription drug reference pricing standards to lower costs and restrict insurance formulary changes.
  • HB 6003 filed by Rep. Trabulsy – Removes a prohibition on the recovery of noneconomic wrongful death damages in medical negligence cases when the victim is 25 or older.
